If the range readout starts with an F, you can fire. If it starts with a zero, you can't. There are different reasons possible why that might be the case. Like, you have the turret somewhere in the rear sector of the hull and the target is below the minimum elevation that the gun maintains in order to not collide with the hull (deck clearance zone).

The sight has more freedom to be moved in elevation, negative or positive, than the gun, at least in some cases. This improved overall sight stabilization, but can result in situations where gun and sight are not aligned. This lack of coincidence then results in the trigger being blocked by the ballistic computer.
